The Lord of the God-Kings is the most powerful being, deity or otherwise. Despite what the name sounds like, it is actually an elected position inside the universal mind, but the elections were rigged aeons ago and the current Lord maintains powers mostly through gerrymandering qualia, ignorance about the election, and apathy among voters (all conscious beings). But not even the Lord of the God-Kings is above the Flags.
