The Congress of the Flags was an event held during Alchemy 2017 and attended by whoever showed up . Records of what was discussed are poorly documented.

Flag Laws

Despite flag laws being a terrible idea , the Congress did provide clarification on two matters of debate:

• One should not enter people's personal tents looking for Flags.
• If two people are engaged in a physical altercation over a flag a third party can intervene and call for mediation .

These two clarifications would become the basis of the "Flag Commandments" of the New Vexillians.

Sainthood

During the Congress, a representative campaigned heavily for vexillisainthood. After several votes that involved bestowing Sainthood and then removing it, all remaining members of the Congress declared their own divinity. This started the non-binding tradition that vexillisainthood is reciprocal and must be recognized in others to attain.
